funky horn

I've been getting pics of this deer lately and he's not broke he just has a funky horn on the left side. Probably due to an earlier injury?

Looks like a young buck, but in my area he would be in the freezer.

Yea my son in law wants to take this deer out but I told him he's young and i'm not sure if he makes the 13" inside spread rule ? He's killed his first 2 deer this year (2 Does) and he wants a buck bad! He's passed on a couple of spikes that were legal but he wants ol funky horn.
