Heck fire and save the matches, another gotca from a bunch of state workers. My wife bought my license and hers online. I asked her if she got the HIP certification and she said HUGHHHH. I said, it is some crap they try to trip you up on when you are trying to be legal, I told her not to worry about it because our wildlife and fisheries department is run by a bunch of dumb@%^&( and they probably don't know either.

It ought to be mandatory when you buy your hunting license, but it is not. If I understand it, you can't legally hunt any migratory birds without it. Ask 10 Mississippi hunting license holders about it and I guarantee you at least three do not have a clue what it is. Now whose fault do you think that is?

Ms will not let you do the hip online unless you are buying a license I have a lifetime and I have to a store to get it done.

Arkansas will let you do it online without buying the license at the same time..

Let me throw this out, let’s say the Boss of the office strolls thru and ask a few Jr partners to come dove hunt with him on opening weekend. Well, they can't turn him down, so some get busy and borrow a shotgun, buy the shells and buy a hunting license. Dim-Wit shows up and is happy he is included, well......mr & mrs. green jeans show up and starts checking everyone. Dim-Wit is not worried until someone asks him about his plug and is he HIP certified. Dim-Wit does the only thing he can think of, he runs..........Dim-Wit is probably wishing someone told him about a thermal-cell.

It used to be easy, buy a license, get a few buckshot and if the antlers broke the skin you shot it and celebrated. Now you have to take a slide rule with you and verify the width and length before you can shoot it..........someone needs to change the rules.
